Initiated by Caroline Bruce, former Associate Director at The University of British Columbia's University-Industry Liaison Office, the WCLP was formed at a satellite meeting of BIO Partnering North America in Vancouver in 2006. The partnership brings together seven like-minded research institutions willing to bundle a subset of their technology opportunities for marketing and licensing:

The Scripps Research Institute
Salk Institute for Biologial Studies

Operating under a Memorandum of Understanding, each of the seven partners is able to assemble multiple technologies from the collective portfolio of the partners.
